Solar cells create an electric field in between 2 layers of oppositely charged Silicon wafers.  This is called a p-n junction.  Each layer of Silicon has dopant element such as Boron (3 valance electrons) and Phosphorous (5 valance electrons) baked into it to encourage the electrons to bounce back and forth between the layers. The movement of these packets of energy generates electricity.
