Most State and local laws are favorable to solar energy systems.  Your solar energy system will have to comply with local electrical, building, and zoning codes.  A local professional solar energy provider will be familiar with local laws and able to obtain necessary permits.  Most homeowners associations are supportive of solar energy systems with a few isolated exceptions.  Calling your HOA early in the planning phase of your solar energy system is advised.
