A number of states have passed P.A.C.E. (Property Assessed Clean Energy) provisions to help property owners finance renewable energy systems.  This attaches the loan to the property instead of the individual.  This makes more sense as the average person moves every 7 years and the life span of a solar energy system is at least 25 years.
